Priorities

INTUG’s current priorities can be summarized as follows:

Open Access to Global Broadband

  • Ubiquitous open access to high speed business class broadband infrastructure and services providing fiber-to-the-business (FttB)
  • Mobile broadband as supplement in high cost areas, not as substitute

Transnational Seamlessness

  • Access to equivalent wholesale inputs to enable the provision of end-to-end Quality of Service across national boundaries
  • Encouragement of service-based as well as infrastructure-based competition

Next Generation Access (NGA) and Networks (NGN)

  • Technology and topology which facilitates efficient and effective competition
  • Options for dark fiber access, unbundling, Ethernet and Bitstream
  • Collaboration by national regulators for consistent regulatory best practice
  • Collaboration by national incumbents to minimize migration/testing costs

Wireless and Mobile

  • Dramatic reductions in roaming charges nationally and internationally
  • Dramatic reductions in mobile termination rates
  • No restrictions on use of VoIP
  • Effective provision for licensing of mobile virtual network operators (MVNOs)

Fixed

  • No restrictions on use of VoIP
  • Dramatic reductions in fixed termination rates and inter operator tariffs
  • Maintenance of existing analogue leased line services while essential
  • Continued reduction in cross border penalties for international leased lines
