A user’s internet access cannot be restricted without a prior ruling by the judicial authorities, the Industry Committee of the European Parliament (ITRE) insisted yesterday. The Committee also agreed on setting up a new regulatory body, comprising the heads of all national European telecommunications NRAs.

The European Parliament (EP) strongly supports the European Commission’s proposals to reduce consumer roaming charges for sending text messages and downloading data in the EU as of 1 July.

The Council of EU Telecoms Ministers has agreed to force caps on the price of roamed data and text messages, to EUR0.11 and EUR1 per MB respectively, to be introduced in July 2009.

The European Competitive Telecoms Association has welcomed the proposals from the European Parliament to amend the EU Telecoms Framework, but warned that many of the amendments approved by the Parliament’s Industry Committee on 7 July protect and favor dominant firms at the expense of competition in the telecoms sector.

The European Commission invites feedback by industry, consumers and other stakeholders to review the effectiveness of the EU Roaming Regulation, which entered into force on 30 June 2007. According to the provisions of the regulation, the Commission must report to the European Parliament and the Council in 2008.
