A user’s internet access cannot be restricted without a prior ruling by the judicial authorities, the Industry Committee of the European Parliament (ITRE) insisted yesterday. The Committee also agreed on setting up a new regulatory body, comprising the heads of all national European telecommunications NRAs.

Google has thrown its weight behind ambitious plans to bring Internet access to 3 billion people in Africa and other emerging markets, the Financial Times reports. The Internet search giant has joined forces with cable TV magnate John Malone and HSBC to set up a new company, O3b Networks, named after the “other 3bn” people for whom fast fiber Internet access networks are not likely to be commercially viable.
